Board of elections chair couldn’t contact several precincts on Election Day, she says

When the Columbus County Board of Elections met on Monday, Chair Kay Horne asked to add a new concern to the agenda.

On Election Day, she could not get in contact with “seven or eight” of the 21 polling precincts in the county by calling their sites’ phone numbers.
