Crews construct berm to protect Duke substation

Jeff Davis of Duke Energy briefs a team of Duke and UtiliServe workers who are installing a water-filled composite berm around Duke’s Soules Swamp substation. The substation flooded during Matthew, leaving the entire city without power. Workers installed another level of tubes Wednesday, hoping to raise the height to four feet. The water rose to 36 inches during Matthew. Sump pumps will be placed inside the berm to pump out rainwater. The project was expected to take 24 hours to complete.
