Sheriff: Pair charged with helping Spivey ‘develop and orchestrate this ruse’

Investigators have arrested two people they say helped indicted ex-police chief William Anthony Spivey, who skipped a court date Monday and was found Thursday in South Carolina. 

“They helped him develop and orchestrate this ruse,” Columbus County Sheriff Jody Greene said Thursday night.
